Three Republicans are competing in a special primary for the safely-red seat held by Representative Chris Stewart of Utah, a seven-term Republican who in May announced he would leave Congress in September because of his wife’s health issues. There is no traditional primary on the Democratic side — Kathleen Riebe, a state senator, advanced as the party’s pick from a nominating convention.
